Milwaukee is the headquarters of one of the three, Adman.org, and they are a very large company that is also a very large advertiser. If you want to advertise in Milwaukee, you have to advertise in Adman.org. In other words, you have to advertise in their office. If you want to get in the door, you have to advertise there.
